Consortium IV The Consortium IV Joint Powers Authority (JPA) is a public entity separate from its members. Consortium IV is authorized to act in its own name to make and enter into contracts, employ agents, and incur debts and obligations.
Consortium IV is governed and administered by a Board of Directors. The Board is comprised of seven County Welfare Directors, including:
- Merced
- Riverside
- San Bernardino
- Stanislaus
- Director from Category A (Small counties as defined by CWDA) Currently Lassen County Welfare Director
- One Director from Category B (the remaining ISAWS Counties) Currently Kern County Welfare Director
- One Director from the ISAWS Consortium Executive Board, which becomes a Member-at-Large position following Implementation of the C-IV System in all 39 counties. Currently Monterey County Welfare Director
