Consortium IV The Consortium IV Joint Powers Authority (JPA) is a public entity separate from its members. Consortium IV is authorized to act in its own name to make and enter into contracts, employ agents, and incur debts and obligations. Consortium IV is governed and administered by a Board of Directors. The Board is comprised of seven County Welfare Directors, one from each of the seven regions. | |
