C-IV Mission
The mission of Consortium IV (C-IV) is to provide a customer based, fully integrated, on-line, user-friendly, interactive automated system. The system is designed to help manage the increasing complexity of Temporary Assistance for Needy Families (TANF), Medi-Cal, Food Stamps and employment programs and assist county staff in their efforts to achieve the outcomes and performance goals required by the various programs.

C-IV Goals

  • Assist staff to achieve the performance and outcomes required by welfare reform, with a focus on "work first" and self-sufficiency.
  • Improve the efficiency and quality of services provided to our customers, our community and other stakeholders. 
  • Enable and enhance relationships with other agencies, community based organizations and private industry.
  • Comply with SAWS requirements in the California/Welfare and Institutions Code.

    Contract Length - ( Total 13.5 years) - 3.5 years system development plus 10 years operations support

    Accenture Sub Contractors

    EDS (Electronic Data Systems) - Responsible for county site preparation, network and infrastructure deployment, production environment (the centralized data center & backup data center), help desk and operations support.

    Synergy - Responsible for data conversion.

FDGS (Independent Verification and Validation Team IV&V) - Under contract with C-IV, responsible for monitoring the progress of the project to keep it on time, on track and within scope and budget constraints.

Oversight Agencies

Health and Human Services Data Center (HHSDC) - State agency responsible for the four SAWS Consortia, and for developing the architecture that will tie the Consortia together.

California Department of Social Services (CDSS) - State agency to "serve, aid, and protect needy and vulnerable children and adults in ways that strengthen and preserve families, encourage personal responsibility, and foster independence."

Department of Health Services (DHS) - State agency whose mission is to protect and improve the health of all Californians.
