Will C-IV include the Homeless Assistance program?
Yes, C-IV supports the eligibility determination and issuance of Homeless Assistance benefits.

How will C-IV implement regulations that are particular to one county or another? There are no known regulations that are particular to a county for the automated Eligibility programs (CalWORKs, Food Stamps, and Medi-Cal). Regulations are mandated at the state level through the EAS, Food Stamps Regulations, and Medi-Cal Eligibility Manual. Programs that have flexibility at the county level (for example, Diversion) are not automated through C-IV's Eligibility system (other than apparent CalWORKs eligibility). The county has discretion in what they will offer for Diversion and how much they will pay through C-IV.

Will C-IV include In Home Supportive Services (IHSS) Medi-Cal? The decision on IHSS Medi-Cal functionality in C-IV is still under review.

Will all counties in California be added gradually? Several counties have indicated that they would be interested in joining the C-IV Consortium. After the C-IV System has been implemented successfully in the original four counties, the project will start to work with additional counties. All counties will not join the C-IV Consortium because many counties are part of a different consortium.

What will caseload sizes be like? Caseload size will continue to be determined by each individual county's management.

What are the goals of C-IV? 
The goals of C-IV are as follows:

Assist staff to achieve the performance and outcomes required by public assistance programs, with a focus on "work first" and self-sufficiency.

Improve the efficiency and quality of services provided to our customers, our community and other stakeholders. 

Enable and enhance relationships with other agencies, community based organizations and private industry.

Comply with SAWS requirements in the California Welfare and Institutions Code.

Why are you involving county staff?
County staff involvement is key in creating a successful new way of doing business. Accenture and the counties will work collaboratively to develop solutions that will enable success. County staff have essential knowledge needed to develop a county-oriented system. County staff also have a vested interest in developing the best system possible because it can create an easier work process and help to serve their customers better. In short, County staff have the expertise and skills to achieve the goals of the C-IV project.

Where can I find more information? In order to find more information about the C-IV project please contact your county's Project Manager. These individuals are kept abreast of all information concerning the C-IV project and will likely be able to answer many of your questions. The Project Documents page of this site also makes available some of the final documents of the project. In particular, the Communication and Involvement Plan outlines the various communication vehicles which will be used to inform people about C-IV.

How will C-IV affect our county? C-IV will affect your county in several ways. C-IV will introduce a completely new business model and automated system for Social Services. The C-IV System will support the following programs:

  • Adoption Assistance Program (AAP)
  • California Work Opportunity and Responsibility to Kids (CalWORKs)
  • Cash Assistance Program for Immigrants (CAPI)
  • Child Care Programs
  • Emergency Assistance (EA)
  • Employment Services
  • Food Stamp
  • Foster Care
  • Medi-Cal (including all Medi-Cal only programs)
  • Refugee Assistance Program

Will C-IV affect my current role? C-IV will likely change the way you perform your daily tasks, however, C-IV will have minimal impact on current organizational structures and job classifications. Training and detailed communications will be rolled out in 2003 and 2004 which will explain changes on an individual level. Any impacts that the C-IV system might have on organization structure will be considered at the county level. The full impact upon county staff is still being assessed. Agency directors are aware and sensitive to this issue.

Will the solution be tailored for specific counties? The business model adopted by the Consortium has been accepted by the counties as the core functionality to be provided. However, we do recognize there are some individual county differences so a process will be implemented to solicit and address each county's needs.

Does the C-IV board reflect the objectives of our county Director? Each County has a director who is a member of the Joint Powers Authority Board for the C-IV Consortium and as such has governance authority over consortium activities. In addition, the project has held interviews with each county's director to determine their objectives and goals for the system's development. This information provides input to all aspects of the development and implementation process. These goals and objectives can be viewed within the Value Realization Plan and the Sponsor Goals and Expectations Report located within the Project Documents portion of this website.

How will you ensure the system meets user expectations? Every effort is being made up front to implement a process that will address county's needs. There is an extensive testing plan in place which will help to produce a quality product. The contract between C-IV and Accenture includes maintenance and operations work after implementation to address issues which may arise.

Who will interpret and implement policy? Currently, the C-IV team is working closely with county and state policy specialists to interpret and implement policy decisions. The Joint Powers Authority,C-IV Project Director, County Project Managers and Project Steering Committee are also involved in this effort.

How do you deal with different interpretations of policy within the counties now and after the system is implemented? There will always be a C-IV group on-site to make policy decisions about the C-IV system on behalf of the counties.

At what point do you want to be notified of policy changes? C-IV would like to be informed of significant policy changes as soon as possible. This will allow the Project time to implement the changes within the specified program as soon as possible.

Is the goal of C-IV to eliminate all paper? C-IV is looking at reducing the amount of paper wherever possible. This process will be extensive and the Project recognizes complete elimination of paper is unlikely. Eventually however, much of the paperwork will be eliminated since many of the programs are now accepting electronic signatures.

Will contracts be included in C-IV? No contracts will not be included in C-IV.

Will C-IV list the regulations at the bottom of the Notices of Actions, as does MAGIC? Yes. The regulations placed at the bottom of the Notices of Action will be system-generated. These are based on the text (actions and reasons) placed on the NOA and the program for which they apply.

Does less paper mean thinner cases or will those scanned forms, etc. still be printed and placed in the case jacket? Forms and verifications connected with the case will be in electronic format unless hardcopies for a court case are needed. Most of the time it will not be necessary to keep a hard copy.

What impact will C-IV have on layouts of County Offices? The C-IV Project is responsible for the rollout of the infrastructure required for end users to run the C-IV System. The C-IV Project is not responsible for making changes to the layouts of County Offices.

Will there be a need for workarounds or manipulations when system errors occur? The C-IV system is being designed for flexibility and maintainability. When system errors are detected, updates and corrections to the system will be developed. As with any automated system, there may be occasional situations requiring a "work around" while the system correction is being developed.

Will the system automatically adjust regulations when a Notice of Action is changed? Regulation cites will be included on all applicable Notices of Action. When a Notice is updated due to regulations, the regulations cited will also be updated.

Is C-IV going to include case management for Child Welfare Services (CWS)? C-IV will capture the Foster Care case number and Social Workers name and number. C-IV will not assign a Foster Care case to a Social Worker.
